Just advertise and don't give up.
I think you have a really good chance with this forum, recently I've seen many advertising forums close down, and there's always a need to advertise.
You might also consider getting your members into it by offering some sort of prize for the member who can pull in the most members. Contests are always fun, and you'll get new members.
